Panelists will discuss the key differences between operating a discretionary grant, a cooperative agreement, and traditional WIOA formula funds, drawing on real fiscal and programmatic experience with each. Attendees will hear dos and don'ts, effective strategies, and common challenges from organizations that have navigated multiple funding types. The content is tailored for RESTART grantees at every stage of experience, whether new to REO or DOL discretionary grants or previously funded through a REO FOA grant, a cooperative agreement, or formula funding. The goal is to help grantees anticipate what's ahead and apply proven practices as they begin their RESTART awards.
