Welcome: DOL Introduction, RESTART Fundamentals, REO's Policies and Procedures

This session welcomes attendees to RESTART, a U.S. Department of Labor grant initiative launched in June 2026 that prepares youth, young adults, and adults with criminal justice involvement for careers in high-demand fields like shipbuilding, advanced manufacturing, transportation, and AI infrastructure.

Through 22 grants totaling $81.7 million awarded to 20 organizations across 18 states, RESTART delivers training, apprenticeships, and supportive services to reduce recidivism and build sustainable career pathways for justice-impacted individuals. Presenters will introduce the DOL's Reentry Employment Opportunities (REO) unit, which administers RESTART and is dedicated to improving workforce outcomes for justice-involved individuals, and will walk through the foundational policies and procedures grantees need to know for grant management and compliance. Attendees will leave with a clear understanding of essential DOL requirements, records management expectations, and best practices for getting their programs off the ground.
