The Reentry Employment Opportunities RESTART Initiative

The U.S. Department of Labor’s Reentry Employment Opportunities (REO) and the Office of Grant Management (OGM) will share information about how to apply for Reentry Employment in Skilled Trades, Advanced Manufacturing, Registered Apprenticeships & Training (RESTART) Funding Opportunity Announcement (FOA). The Prospective Applicant Webcast will go over topics that will assist applicants with understanding of the FOA requirements.
The RESTART initiative supports state-led projects to enhance workforce readiness and employment for ex-offenders in three age groups: youth (15-17), young adults (18-24), and adults (25+). It offers training in in-demand industries, including shipbuilding, AI infrastructure, advanced manufacturing, nuclear energy, transportation, mineral production, and IT. Services include skill assessments, pre-apprenticeships, on-the-job training, and literacy training. Grantees must partner with local reentry organizations, state apprenticeship agencies, workforce development boards, criminal justice system partners, and employers in targeted industries. The program aims to integrate funding streams, policies, and effective practices to sustain and expand services.
