Worksheet: Developing REO Policies and Procedures

This worksheet is designed to help Reentry Employment Opportunities (REO) programs develop and document high-level policies and detailed procedures to guide program implementation. Policies provide overarching principles and goals to set expectations, communicate values, and offer a flexible framework for decision-making. Procedures, on the other hand, are step-by-step instructions to ensure consistency, fairness, and efficiency in daily operations.

The worksheet encourages grantees to capture essential elements such as required program components, promising practices from past grantees, insights gained through training, and strategies for improving operational efficiency. By using this tool, programs can create clear and adaptable guidance that ensures staff and partners consistently deliver high-quality services across all locations and scenarios.

Use this worksheet to capture policies and/or procedures and consider:

  • What is required for REO programs*,
  • Promising practices and lessons learned from past grantees,
  • Ideas shared in training and exercises,
  • Items that will help your program operate more efficiently, and
  • Guidance that enables staff and partners to implement the program consistently and fairly by everyone, everywhere.

*Per the Pathway Home (PH) Funding Opportunity Announcements (FOAs), Grantees are required to have written policies and procedures for:

  • Provision of needs-related payments and
  • Emergency Assistance funds for housing, substance abuse treatment, and mental health treatment for participants.

*Per the Growth Opportunities (GO) Funding Opportunity Announcements (FOAs), Grantees are required to have written policies and procedures for:

  • Incentives and needs-related payments including eligibility guidelines.
