Social Security Number (SSN) Usage in REO Programs
About
This Social Security Numbers tip sheet guides Reentry Employment Opportunity (REO) programs on collecting Social Security Numbers (SSNs) during intake to verify Selective Service, access benefits, and track WIOA outcomes.
REO programs should request social security numbers (SSN) from all individuals during the intake process.* Grantees should only obtain an individual’s SSN directly from the individual. Due to PII (Personally Identifiable Information) policies, grantees should not request SSNs from partner organizations.
- Participation cannot be denied if SSNs are withheld.
- Programs should ensure privacy, build trust, and use alternate identifiers.
- Participants can provide their SSN later, however employers may request for I-9 verification.
*To learn more about the collection and use of Social Security Numbers in WIOA programs, see TEGL 10-23 on Reducing Administrative Barriers to Improve Customer Experience in Grant Programs.
